The civil forum of Praeneste was once the centre of the Roman town and and was situated around the present-day Piazza Regina Margherita and below the Cathedral of Sant'Agapito. Linked to the Sanctuary of Fortuna Primigenia, it was considered a sort of "inferior sanctuary " until it was later acknowledged as a forum.
The most important building in the forum was the basilica, in front of which there was a two-storey portico. To the sides, there were two symmetrical buildings. The one on the left was known as the "antro delle sorti", the “cavern of destiny”, while on the right there was a hall with an apse where the famous Nile Mosaic was found.
The civil complex was linked to the sanctuary above by a stairs which led to the first terraces. It is now thought that these buildings where built at the same time as the sanctuary, or a little later.
